Housing Is A Human Right
What is Prop 21?
Proposition 21 is a November 2020 state ballot initiative that will limit rent increases and preserve affordable housing to keep CA families in their homes. If passed, the measure would allow local communities to:

- Limit Annual Rent Increases
- Preserve Currently Affordable Housing
- Incentivize the Construction of New Housing
- Exempt Single-Family Homeowners
- Guarantee Landlords a Fair Profit
The Fight Isn’t Over
Prop 21 didn’t pass. That does not mean we were defeated.
Here’s what we know: the opposition was comprised of billionaire landlords, who intentionally and maliciously lied to voters with slick advertising and misleading messaging. We know that most Californians support rent control. And we know the vote was very close.
But here’s what else we know: together, we started a movement.
Rent control and housing equality are now national issues. Not Los Angeles or San Francisco issues, not just a California issue, but issues on the minds of all Americans. And that’s thanks to you.
We heard you. The state, the country, and the world have heard you. Prop 21 didn’t pass. That’s one battle. The fight for fair housing? That’s a war. And we’re in it for as long as it takes.

Californian Renters Have Had Enough!
Year after year, wages in California have remained stagnant, while rents have increased astronomically. Half of all renters statewide — more than 3 million households — spend more than 30 percent of their income on rent, meeting the federal government’s definition of “rent-burdened.”
It’s not just renters: 16 percent of SoCal homeowners are also cost-burdened.
While high rents disproportionally and adversely affect low-income households, people of color, seniors, and families with children, California’s housing affordability crisis has a ripple effect that affects renters, homeowners, middle-income families, and low-income families alike. COVID-19 has made a brewing crisis hit its boiling point as millions of Californians face staggering unemployment and even further housing insecurity.
