What is Prop 21?

California is home to the nation’s worst housing affordability and homelessness crises. One in three renters pays more than half their income in rent. Without rent control, corporate and predatory landlords will continue their rent gouging, pushing people out of their homes and onto the streets. Prop 21 would allow local communities to enact or expand rent control policies that limit how much rental prices can increase each year. It does not require any city or county to adopt rent control, but it gives them the choice to do so. Prop 21 would give millions of seniors, families, and working Californians stability and peace of mind.

Allows local governments to limit rent increases on buildings older than 15 years, protecting millions of renters while incentivizing the construction of new housing.

Helps Renters (And Homeowners)

Allows rent limits on more rental homes than ever before, while exempting single-family homeowners who own up to two homes.

Preserves Affordable Housing

Slows rent increases across communities by limiting rent hikes on empty units. This will help keep housing costs down for all of us while reducing unjust evictions of seniors, veterans, and families.
